Police Tighten the Ring Around Gyanesh Kumar’s House

Extra police now ring Gyanesh Kumar’s house, the street cost of an SIR fight two commissioners had already logged on paper.

Delhi Police have added a tighter ring around Chief Election Commissioner Gyanesh Kumar’s existing Z+ cover after protesters reached his house. Extra officers now sit at his New Moti Bagh home, at Nirvachan Sadan on Ashoka Road, and on his personal detail, police officials said on October 8, 2026.

The extra jeeps are the public cost of a roll fight that two of his own colleagues had already written down. The Opposition wants him out over the Special Intensive Revision of voter lists. The commission says the work is a clean-up, and that every order still carries full legal force.

Extra Police Now Ring a Z+ House

Kumar already held Z+ cover, the second-highest civilian layer after the Prime Minister’s Special Protection Group. In that category, about 50 personnel work in shifts around a protectee’s house and cavalcade. What changed is density: local district police were told to thicken the ring, and officials said there will be a 24-hour police presence around the residence.

A senior police officer said protesters had managed to trace the Delhi house, and that another demonstration had been held outside his family’s home in Agra. “We had to assess all the threats and increase the security cover,” the officer said. Security staff in New Moti Bagh said some protesters had almost reached the house, and a colony worker said they had never seen so much security there.

THE RING NOW AROUND HIM

  • The cover: Z+ was already in place; additional officers were added at the home, the office, and on the personal detail after a fresh threat assessment.
  • The house: New Moti Bagh in Delhi, with a 24-hour police presence and extra pickets after protesters found the address.
  • The office: Nirvachan Sadan on Ashoka Road, with more forces on the ground as marches have pressed toward the commission.
  • The city: The Ministry of Home Affairs has made 221 companies of Central Armed Police Forces, about 23,000 personnel, available to Delhi Police from October 8 to October 12, with CRPF units coming from Jammu and Kashmir, West Bengal, and Chhattisgarh.

Those 23,000 troops are not all assigned to one man. They are meant to hold central Delhi through a stretch of marches that already pulled thousands of officers onto the streets on October 5, when police said more than 120 protesters were briefly detained. The picture is still of a constitutional officer moving through a city that is being treated as a security event.

14 Objections Already Lived in the Files

Kumar is a 1988-batch Kerala-cadre IAS officer. He became an election commissioner in March 2024 and Chief Election Commissioner in February 2025, the first person chosen under the 2023 law on commissioner appointments, which took the Chief Justice off the selection panel and put a Union minister in that seat. Leader of the Opposition Rahul Gandhi had opposed the appointment. Kumar’s last government post was secretary in the Ministry of Cooperation.

The street campaign sharpened after written notes by Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi became public. The two men recorded at least 14 objections over 10 months, four of them on a single day, to SIR-related decisions they said were issued without their knowledge. The notes were copied to Kumar. In one of them, Sandhu wrote that the commission had acted against the written advice of both colleagues and called the step “unauthorised and illegal.”

They also wrote separately to the Cabinet Secretary about a change in work allocation that, they said, stripped a layer of oversight from the IT backbone of the rolls. The objections went to the core of the job: new registrations, deletions and restorations, appeals, and who holds the database.

Differing views, the commission has said, are part of deliberation in any institution. That is the official answer to a paper trail the Opposition is now reading as proof that the referee’s table had already split before anyone reached the gate.

Spray Paint on an Agra Gate

The first physical breach was not in Delhi. On September 28, 2026, Congress workers gathered at Kumar’s ancestral house in Vijay Nagar, Agra, where his parents live. They put up stickers and pamphlets, then used black spray paint to write “Gyanesh Gaddar” and “Vote Chor” on the main gate and a wall. The Indian Youth Congress posted the video. Police later washed the paint off.

Agra Police registered a case that included attempt to murder and rioting, along with hurt, wrongful restraint, criminal force against a public servant, house trespass, and criminal intimidation. Six workers, including state organisation general secretary Anil Yadav and Mathura district president Mukesh Dhangar, were arrested and sent to jail. Congress city president Amit Singh said the case should have stayed inside protest law and called several of the sections false.

That FIR is how a slogan on a family wall became a criminal file. It is also why police in Delhi now talk about threat perception in the same breath as a constitutional office. Once a protectee’s parents’ gate is treated as a crime scene, the next protest at the official address is no longer only politics.

The March Hit a Roundabout, Then Patna

Congress and the INDIA bloc have refused to drop the demand that Kumar resign. Gandhi has called the SIR fight “vote theft” and said the party will keep coming onto the road, take arrests, and face cases. On October 7, during a bus procession of nearly three hours, opposition MPs were stopped at the roundabout in front of the Shangri-La hotel. Priyanka Gandhi Vadra, the Congress general secretary, lay on her back in the street holding a copy of the Constitution. Gandhi resisted being put in a police van. He said cases would not scare them.

The same day he wrote that the bloc would not stop until Kumar resigns, and that nothing Prime Minister Narendra Modi and Home Minister Amit Shah could do would end the campaign.

Aam Aadmi Party leaders say their own protests have run since October 2. On October 8, the fight left Delhi’s roundabouts. In Patna, a march led by Rashtriya Janata Dal leader Tejashwi Yadav moved toward Raj Bhavan, and Yadav was filmed climbing a barricade. RJD workers also demonstrated in Dhanbad. The resignation demand is no longer a single-city story, which is the practical reason a Home Ministry order for 221 companies runs through October 12.

THE STREET CALENDAR

  1. September 28, 2026: Congress workers deface the Agra house; police later book six people, including on an attempt-to-murder charge.
  2. October 2, 2026: AAP says its protests over the SIR row are already on; Delhi Police later deny permission for a Jantar Mantar gathering that day and detain hundreds who still try to assemble.
  3. October 5, 2026: About 5,000 security personnel are deployed in Delhi and more than 120 protesters are briefly detained, police said, on the same day the Supreme Court hears the suspension pleas.
  4. October 7, 2026: INDIA bloc MPs sit down at the Shangri-La roundabout; CJP co-convener Saurav Das files a police intimation for October 10.
  5. October 8, 2026: Extra police take position at Kumar’s home and office; 221 companies are assigned through October 12; Patna’s march heads for Raj Bhavan.

The louder legal argument on the same days is still Form 6, and who ordered Tata Consultancy Services to change it, which Gandhi has asked in writing. Extra police do not answer that question. They only show that the file fight now has a street address.

The Bench Wanted the Files, Not a Suspension

On October 5, a bench of Chief Justice of India Surya Kant and Justices Joymalya Bagchi and V. Mohana refused an ex-parte order to suspend Kumar. Notices went to the Union government, the Election Commission, Kumar, Sandhu, Joshi, Deputy Election Commissioner Maneesh Garg, and Director General (IT) Seema Khanna. Senior advocate Vikas Singh, for petitioner Rakesh Kumar Singh, had told the court the country would burn without an interim order. The bench wanted replies first.

We will examine all the decisions. If any decision is not in accordance with the law, we will annul it.

On Form 6, the Chief Justice drew a hard line the commission had blurred. “Modified Form 6 has not been approved by us, let us be very clear,” he said. “When the record is produced, we would like to see who has modified (it).” The poll body had cited residual authority to adapt SIR paperwork. The court said that is not the same thing as a judicial stamp on the extra question.

The 2023 law also sat in the room. The bench observed, orally, that legal protection for the Chief Election Commissioner and the other commissioners may run broader than the protection given to constitutional court judges. Gandhi has called that shield “lifelong blanket legal immunity” and said it exists so that elections can be stolen. That is an allegation, not a finding. What the court actually did on October 5 was leave Kumar in office and ask for the files.

13.39 Crore Names in the Draft Categories

SIR began in Bihar in June 2025 and then moved across the country in phases, including the Delhi SIR 2026 draft rolls now being worked through notices, claims, and objections. The commission says Booth Level Officers built an Absent, Shifted, Dead and Duplicate list in the enumeration phase, posted it, shared it with party agents, and then published a draft.

Figures released by the Election Commission put 13.39 crore electors in those ASDD bins after a review of 95.40 crore voters across three phases. The commission’s own breakdown is the reason the Opposition’s “13 crore deleted” line and the official “this is a draft sort” line can be read against the same table.

The four main bins add up to 13.13 crore, or 98.06 percent of the flagged total. The commission says more than 10 lakh Booth Level Officers did the verification and that booth-wise lists went to more than 22 lakh Booth Level Agents. It also says these are draft-stage figures, that a month was given for claims and objections, and that an appeal still lies to the district magistrate or the chief electoral officer. Gandhi’s visit to Bela Estate on the Yamuna, where he said 727 of 728 names were cut from a basti that had voted in 2024 and 2025, is the Opposition’s counter-picture of the same process.

On October 1, 2026, Under Secretary Sandeep Kumar told every chief electoral officer to run a special drive for left-out electors and first-time voters. Booth Level Officers are to compare the current roll with the pre-SIR roll, walk houses, and fill Form 6 for people still eligible, covering 20 to 25 electors a week for about a month, with extra camps for night shelters and labour colonies. That letter is the commission answering the charge that the revision locked people out. It is also an admission, in official language, that names which were on the old roll are missing from the new one.

Jantar Mantar Gets a Second Date

The Cockroach Janata Party has told Delhi Police it will gather at Jantar Mantar on October 10. Das handed a letter to Parliament Street Police Station on October 7 and asked for traffic and law-and-order arrangements. He told reporters to pack bags. “Even if Gyanesh Kumar resigns, we will not bow down,” he said. “We want proper reforms in election commission.” Founder Abhijeet Dipke had already framed the date as Jantar Mantar 2.0 if Kumar stayed in the chair. The group is heading back to the same stretch of road after an earlier Delhi march was called off.

CJP’S THREE DEMANDS FOR OCTOBER 10

  • The officer: Kumar must resign, and criminal proceedings must start against him.
  • The rolls: Freeze SIR, halt upcoming elections, restore the January 2025 voters’ list, and order an independent inquiry.
  • The law: Change the statute that governs who sits on the Election Commission, so the next chair is not chosen on the same 2023 design.

Das said the sit-in should be read as a youth protest, not only a party event, and that young voters were being left off the lists. The Home Ministry’s 221 companies are rostered through October 12, which covers that date. Kumar remains in office, the Supreme Court has the files, and the special drive is still walking houses. The new fact on October 8 is simpler than all of that. The man who runs the rolls now moves inside a thicker ring of police, because the argument about those rolls has reached his gate.
