Elon Musk has put more than $276 million into Republican groups since July, with $158 million aimed at the Senate super PAC defending the GOP majority. America PAC spokespeople Andrew Romeo and Lindsey Curnutte confirmed the totals ahead of a Thursday, October 15 federal filing deadline. His known giving for the 2025-26 cycle is now about $366 million, already above the roughly $290 million he spent in 2024.

The split is the tell. He sent nearly eight times as much to the Senate Leadership Fund as to the House super PAC, and he parked another $10 million on the Texas Senate race that sits on Tesla, X, The Boring Company and SpaceX plants.

A $158 Million Check for the Senate Map

The new money covers July through September. Curnutte confirmed the same list to more than one outlet, matching Romeo’s confirmation of the core haul. Third-quarter reports are due at the Federal Election Commission on October 15, which is when the gifts should appear on the Senate Leadership Fund committee file.

WHERE THE $276 MILLION WENT

Lone Star Liberty PAC$10 millionSupports Ken Paxton in Texas
Republican Governors Association$10 millionGOP governors
Republican Attorneys General Association$2 millionGOP state attorneys general

That $158 million is among the largest known gifts by one person in U.S. politics, and Romeo’s team said it topped what Senate Majority PAC, the Democratic rival, raised from all of its donors in the same quarter. It was also the most the Senate Leadership Fund has taken from a single donor in one quarter.

He was already writing smaller federal checks before July. Filings through June 30 showed $50.3 million to America PAC, $10 million to the Senate Leadership Fund, $10 million to the Congressional Leadership Fund and $5 million to MAGA Inc. The summer wave is what pushed the cycle total past 2024. America PAC also says he has given through groups that do not name donors.

In August, Marc Andreessen and Ben Horowitz still sat atop public midterm-spender lists. The third-quarter haul moved Musk past them.

Texas Puts Musk’s Factories on the Ballot

Ken Paxton, the Republican attorney general, is running for Senate against Democrat James Talarico. Texas has not elected a Democrat to statewide office since 1994, and it is still close. The FiftyPlusOne average on October 12 had Talarico at 48.4 percent and Paxton at 45.0 percent, a 3.4-point gap.

Musk’s $10 million to Lone Star Liberty PAC landed while Paxton was being outspent at the candidate level. The Senate Leadership Fund had spent months holding back on the race, then poured a nine-figure ad campaign into it after the $158 million gift. The group says that Texas work sits in a dedicated fund and does not drain other Senate states.

The geography is not a coincidence. Tesla, X and The Boring Company are now headquartered in Texas, and SpaceX has kept growing launch and factory work there. A Senate seat in the state is a vote on NASA, the Pentagon, the FAA and the state officials who police plants, launches and labor fights. Governors and attorneys general, who got $12 million combined, sit on that second layer.

America PAC, which received $76 million this summer, has again built a door-knocking program across seven Senate battlegrounds and nearly three dozen House races. Texas is one of those Senate fights. The group is running the same turnout model it used in 2024, when canvassers hunted infrequent Republican voters instead of filling arenas.

He Told a Qatar Forum He Was Finished

On May 20, 2025, Musk joined the Qatar Economic Forum by video and shut the door. Bloomberg’s Mishal Husain asked if the 2024 pace would hold for the midterms.

In terms of political spending, I’m going to do a lot less in the future. I think I’ve done enough. If I see a reason to do political spending in the future, I will do it. I do not currently see a reason.

Elon Musk, Qatar Economic Forum, May 20, 2025

He was walking out of the Department of Government Efficiency at the same time. The special-government-employee stint was built as a 130-day tour, and his last day landed at the end of May 2025. He had fought with President Donald Trump on the way out, including over a spending bill, and Trump had floated cutting subsidies and contracts. Tesla boycotts and a falling share price were already in the air.

FROM THE PAUSE TO THE FILING

  1. May 20, 2025: Tells the Qatar forum he will spend a lot less and does not see a reason to keep going.
  2. Late May 2025: Ends the DOGE posting after the 130-day window.
  3. Through June 30, 2026: Gives $50.3 million to America PAC plus $10 million each to the Senate and House leadership super PACs and $5 million to MAGA Inc.
  4. July to September 2026: Sends the $276 million wave, including $158 million to the Senate Leadership Fund.
  5. October 8, 2026: Receives the National Medal of Science from Trump at the Institute of Peace.
  6. October 12, 2026: America PAC confirms the summer totals ahead of the FEC deadline.
  7. October 15, 2026: Third-quarter committee reports are due.
  8. November 3, 2026: Midterm Election Day.

The Qatar line left him an exit. He said he would spend again if he saw a reason. The Senate map, the Texas race and a House Democratic push on his contracts supplied one.

NASA and the Pentagon Still Write His Biggest Checks

SpaceX CEO Gwynne Shotwell said the company held $22 billion in government contracts as of 2024. A 2025 tally of federal and state contracts, loans, subsidies and tax credits put support for Musk companies at $38 billion since 2003, with another $11.8 billion tied to 52 active contracts. Tesla sells regulatory credits rather than flying federal missions; those credit sales were $2.8 billion in 2024.

House Democrats have been asking inspectors general and NASA counsel to look at those deals and at DOGE-era access. The Senate is the chamber that funds the agencies, confirms the NASA administrator and can slow or feed that oversight. In December 2025 it confirmed Jared Isaacman, a private astronaut and Musk associate, as NASA administrator on a 67-30 vote. Some Democrats spent the hearings on SpaceX’s NASA work.

THE FEDERAL WORK BEHIND THE CHECKBOOK

  • Crew flights: NASA’s $2.6 billion crew transport award in 2014 put SpaceX in the astronaut business, and a $1.4 billion add in 2022 extended that work through 2030.
  • Moon lander: Artemis awards of $2.89 billion and $1.15 billion give SpaceX more than $4 billion to land NASA crews.
  • Station cargo: The CRS-2 resupply contract has about $3 billion obligated against a $14 billion cap and also runs to 2030.
  • Station dump: NASA picked SpaceX for an $843 million vehicle to deorbit the International Space Station.
  • Science launches: A NASA launch contract open since 2010 has taken more than $1.4 billion in orders.
  • National security: Space Force posted $845 million in Lane 2 launch awards in 2025 across seven heavy missions, after $733 million in Lane 1 awards in 2024.
  • Spy satellites: Starshield, the military Starlink line, took a classified $1.8 billion National Reconnaissance Office contract in 2021.
  • Pentagon AI: The Defense Department awarded xAI a contract of up to $200 million in July 2025, and Defense Secretary Pete Hegseth later put Grok on Pentagon networks.

Hegseth also named Musk a co-director of Project Meridian, a Pentagon panel on future warfare, in September. Federal law generally bars government contractors from giving to candidates; super PAC gifts from a person are the usual path around that wall. A Brennan Center paper on conflicts of interest in the executive branch had already flagged the overlap between those billions and Musk’s DOGE role.

The Ground Game Replaced the Rally Circuit

In 2024 Musk stood next to Trump on stage. This cycle he has mostly stayed off the trail. A review of his posts found only seven this year about candidates in competitive midterm races. The cash still moves. America PAC is paying canvassers, not building a second rally tour, and the Senate Leadership Fund is buying airtime in expensive states.

That quieter posture has not stopped him from using X to hit Democratic candidates. The donation totals themselves drew little math-checking. The argument that followed was whether a man whose rockets and satellites sit on federal contract should be the largest known midterm donor, and whether Democratic megadonors belong in the same sentence.

Republicans needed the money. The party heads into November with voter anger over prices, Trump’s standing and the war with Iran, a mix that usually wrecks the president’s party in a midterm. Romeo put the spend in those terms.

These robust investments have allowed the G.O.P. apparatus to get its message out so Republicans can have a fighting chance to defy history.

Democrats Say the Party Is Trying to Buy Time

Lauren French, a spokesperson for Senate Majority PAC, answered the disclosure with a charge that the gifts are there to cover weak candidates and a weak economy.

Republicans are hoping to buy these elections, injecting tens of millions into races to try to outrun their unpopular candidates, unpopular president, and unpopular economy.

The Democratic line treats the $276 million as a mask. The Republican line treats it as oxygen for a map that would otherwise go dark. Both can be true at once. A party can flood Texas, Ohio and a dozen House districts with ads and still lose if prices and a war are what voters bring into the booth.

What the filings will not show is a change in how SpaceX gets paid. They will show who paid to keep the committee that writes NASA and Pentagon bills in Republican hands, and who paid to keep a Texas Senate seat from flipping in a state that hosts the factories.

Four Days After the Medal, the Totals Came Out

On October 8, at a summit billed Science: A New Golden Age, Trump hung the National Medal of Science on Musk, Sergey Brin, Jensen Huang and Lisa Su. The White House National Medal of Science citation credited Musk with engineering work of “extraordinary ambition and scale” in space, communications and American manufacturing. Four days later, America PAC put numbers on the summer.

The public fight of 2025 is over. The medal made that visible. The quieter fight is the one in the FEC file: a Senate-weighted, Texas-heavy $276 million designed to hold the chamber that confirms NASA’s leadership and funds the launch pads. Third-quarter reports are due October 15. The midterm election is November 3.
