Thirteen Children Drown in a Vaishali Boat Capsize
Thirteen children drowned on a short night crossing in Bihar’s Raghopur Diara, where country boats still stand in for a road.
Thirteen children drowned after a country boat capsized at night in Bihar’s Vaishali district on October 13, 2026. They were crossing leftover floodwater in Raghopur Diara to a funeral feast in the next hamlet. Prime Minister Narendra Modi called the deaths deeply painful and said Rs 2 lakh from the Prime Minister’s National Relief Fund would go to each bereaved family, with Rs 50,000 for the injured.
The children, not the condolence posts, are the story. In Raghopur Diara a short hop over monsoon water is still a boat ride, and the hull that went over that night was a village craft running after dark.
Thirteen Children Died on a Short Night Crossing
Vaishali District Magistrate Varsha Singh said the boat went over around 8:30 pm under the Raghopur police station area, about 70 km from the district headquarters. The passengers were from Rampur Shyamchand village, heading to a shraddh feast across the water. On October 14 she said the toll remained at 13, all aged below 15, and that no new body had been found.
Singh told reporters the load was 15 to 20 children. Search teams were still trying to learn if anyone else was missing. SDRF sub-inspector Jai Deep Narayan Singh said the damaged hull, which had carried more than 20 people, had been pulled out.
THE NIGHT THE HULL WENT OVER
- October 13, 2026, about 8:30 pm: A country boat carrying feast-goers from Rampur Shyamchand capsizes midstream in the Raghopur Diara stretch.
- Minutes after the capsize: Villagers wade in with phone torches. Some children are taken to the primary health centre at Raghopur Fatehpur, where a doctor declares them dead.
- Later Tuesday night: State Disaster Response Force divers join local men. Bodies go to a government hospital for post-mortem. Injured passengers are sent on to NMCH in Patna.
- October 14: Singh says 13 children are dead and six people have been rescued. The hull is recovered. Villagers gather and demand an FIR.
Police named the feast host as Singheshwar Rai, near Mata Maharani Sthan in Bhagtan Tola. Local accounts put the far bank only 150 to 200 feet away, across a dhab still holding this year’s floodwater. The settlement was in sight. The children did not reach it.

The Boat Was Built for About Six
Officials have not issued a certified capacity for the hull. Local accounts said it was a small craft meant for about six people, and that 20 to 25 had climbed on. That is a village estimate, not a surveyor’s plate. It still matches what the recovered boat looked like: a short wooden shell asked to do the work of a ferry.
Vaishali Superintendent of Police Shubhank Mishra, who went to the bank, said 13 people had died and that three to four were still unaccounted for on Tuesday night, with seven people then in treatment. By the next morning the district’s working rescued figure was six. The gap is the search, which had not closed.
This is a very tragic incident; it occurred around 8:30 PM. We received information that a boat carrying 15-20 children, who were on their way to a feast in a neighbouring village, capsized.
Varsha Singh, Vaishali District Magistrate, to reporters in Hajipur
Singh also said night boat runs were restricted and that the trip would be investigated. An official said the craft belonged to a local resident who had been using it to take villagers to the feast. On October 14, villagers in the same place said the hull had come from the block. That clash is now the political fight around the deaths.
WHAT WE KNOW
- The dead: Thirteen children, all aged below 15, as of Singh’s October 14 briefing, with no new recovery that morning.
- The trip: A night crossing from Rampur Shyamchand to a shraddh feast in Bhagtan Tola, about 8:30 pm on October 13.
- The hull: Retrieved by the SDRF; the sub-inspector said it had carried more than 20 people.
WHAT IS UNCONFIRMED
- Who owned it: The district magistrate described a private village boat; villagers said it was a block boat.
- How many boarded: The owner’s claim to officials was 15 to 20; local counts run higher, and the exact headcount is not closed.
- Who is still missing: Search work continued on October 14 to see if any occupant had not been found.
Overload is the simplest physical story. A small wooden boat in moving water does not forgive a crowd on one gunwale. The harder story is why that hull was the scheduled transport for children after dark.
Why the Diara Still Moves by Country Boat
Raghopur Diara sits in the Ganga’s floodplain. Hamlets there live with channels, leftover monsoon pools, and seasonal tracks that vanish when the river rises. For a shraddh in the next tola, a country boat is the road. There is no bus on that 150-to-200-foot strip of water.
Chief Minister Samrat Choudhary already knew the ground. On September 16, 2026, he said he had toured flood-hit Raghopur block by boat and tractor with Union minister Shivraj Singh Chouhan, looked at crop loss, and told officers to move faster on relief. A month later, children from the same block drowned in water the floods had left behind.
Raghopur is also the assembly seat of Tejashwi Yadav, the Leader of the Opposition, who was in Delhi for a protest when the boat went over. He said most of those who drowned were children and that he had told local officers to speed up rescue and treatment. He said he would come to the families after he returned.
Hajipur MP Chirag Paswan, a Union minister, said the deaths in Raghopur Diara, inside his parliamentary seat, were heartbreaking, and that he would meet the families and check on the injured in hospital. Former BJP MLA Satish Kumar Yadav and LJP (Ram Vilas) MLC Ashraf Ansari went to the bank. The visits filled the morning. They did not put a bridge on the dhab.
Nine People From Umesh Yadav’s House
Police identified the dead as residents of Rampur Shyamchand. Among those named were Pinky Kumari, 13, daughter of Doman Rai; Ankita Kumari, 6, and Sunita Kumari, daughters of Raj Kishore Rai; Aryan Kumar, son of Girdhari Rai; Siki Kumari, daughter of Suresh Rai; Bhonu Kumari, daughter of Rampravesh Rai; Meera Kumari, daughter of Lalu Rai; and Naman Kumar, 10, son of Mukesh Rai. Other names were still being matched.
Local accounts said nine people from the household of Umesh Yadav, of ward 9 in Rampur Shyamchand panchayat, were among the dead, including two of his brothers, six nephews, and a sister. The same accounts said most of the 13 were girls. Those figures come from the village, not from Singh’s briefing, and they may move as identification finishes.
THE CHILDREN POLICE HAVE NAMED
- Pinky Kumari, 13: Daughter of Doman Rai, Rampur Shyamchand.
- Ankita Kumari, 6, and Sunita Kumari: Daughters of Raj Kishore Rai, sisters on the same boat.
- Naman Kumar, 10: Son of Mukesh Rai.
- Aryan, Siki, Bhonu, Meera: Named with their fathers; ages not given in the police list beyond the district’s below-15 finding.
A mother whose child died clung to the district magistrate and wept. Injured children who made it off the water were described as stable at NMCH. The rest of Rampur Shyamchand spent the night at the health centre and on the bank, looking for faces that did not come back.
Rules Written After Earlier Drownings
Bihar has text for this. The survey certificate before any voyage is required under the Bihar Inland Vessels Rules, 2013. A vessel is not supposed to proceed without that paper. Country boats in diara channels rarely see a surveyor.
The older Model Boat Rules, 2011, go further on the hull itself. After 24 people died in the Sabbalpur diara tragedy near Patna in January 2017, the Bihar State Disaster Management Authority told every district magistrate to enforce those rules: a painted load line, no passengers above the surveyor’s cap, a licence, and special permission for night work, including lights on the boat and at the boarding point. Prime Minister Modi announced the same Rs 2 lakh PMNRF payment after that sinking, with Rs 50,000 for the badly hurt. The amounts on October 13 were unchanged.
National inland rules also assume darkness is a lighting problem, not an open hour. Draft navigation rules from the shipping ministry set lights required from sunset to sunrise. Villagers at Rampur Shyamchand searched the water with phone flashlights. That is what a night crossing looks like when the paper rules stay in Patna.
The pattern around the Ganga is not subtle. In January 2025 a boat with 17 people capsized in Katihar; three died. In September 2025 five women from one family died when a grass-laden boat went over in Supaul. In May 2026 three people died at Sultanpur Diara in Samastipur. The same month, after six deaths in four days on Patna’s stretch of the Ganga, the Patna district magistrate banned unregistered boats, overloading, and any run between sunset and sunrise, and ordered registration camps under the 2011 rules. Vaishali is the next district up the river. The night restriction Singh cited on October 13 sat in that same pile of orders.
None of those papers put a licensed ferry, a load line, or a lamp on the dhab at Rampur Shyamchand. Children still climbed onto a neighbour’s boat after 8 pm because that is how a diara wedding, a funeral, or a shraddh gets done.
What the Families Were Told They Would Receive
Modi’s note, issued through the Prime Minister’s Office, said the local administration was assisting those affected. The cash is the part of the state that always arrives.
The loss of lives in the boat capsizing incident in Vaishali, Bihar, is deeply painful. My thoughts are with the bereaved families in this difficult time. I pray for the speedy recovery of all those injured. The local administration is assisting those affected.

The PMNRF is relief drawn from public donations, not a budget line. Disbursement needs the Prime Minister’s approval. Chief Minister Choudhary, in a separate note, called the children’s deaths extremely sad and heartbreaking and said the state would pay Rs 4 lakh to the family of each person who died. He told officers to finish rescue work faster and to treat the injured properly.
PAYMENTS ANNOUNCED AFTER THE CAPSIZE
| Who announced it | Amount | Who is meant to receive it |
|---|---|---|
| Prime Minister, from PMNRF | Rs 2 lakh | Next of kin of each person who died |
| Prime Minister, from PMNRF | Rs 50,000 | Each injured person |
| Bihar chief minister | Rs 4 lakh | Family of each person who died |
The two death payments sit in different funds. Officials have not said when the money will be in the families’ accounts. For a house that lost several children in one night, the cheque is a line in a press note beside a set of names that will not come home.
Locals Want an FIR at Raghopur
On October 14, villagers in Rampur Shyamchand protested and asked for an FIR against officers they said had left the stretch unpoliced. They also argued over the hull’s owner. If the boat was private, the case leans on the man who took children after dark. If it was a block boat, the file climbs into the panchayat and the subdivision. Singh’s own line was that night runs were already restricted. That sentence is the one the FIR, if it is registered, will have to test.
Yadav said he had spoken to the district and would be in Raghopur once he left Delhi. Paswan said he was going to the families the same day. SDRF and local divers were still on the water, looking for anyone the first night had missed. Singh’s last public count on October 14 was the same as the night’s: 13 children dead, six people rescued, the hull on the bank.
The feast at Bhagtan Tola went on without the boat that was meant to bring the children. In Rampur Shyamchand the houses that sent them are the ones that now wait on post-mortem papers, a missing-person search, and two relief funds that have been paying the same sums since the last time a diara boat went over.
